Facilitate the process of cooperation between municipalities, the police and citizens in order to improve participatory decision-making in the work of the police, by strengthening the functionality of the Local Prevention Councils (LPCs).
1. Strengthening the cooperation between the local self-government, the police and the citizens, by promoting the concept of the Local Councils for Prevention (LPS), which enables mutual cooperation and communication between the institutions at the central and local level.
2. Contribution to improving the forms of participatory decision-making and the effectiveness of institutions in solving local problems and
challenges by implementing examples of cooperation through the Local Prevention Councils (LPS) in three municipalities with different levels of development of this form of decision-making.
1. Selection of three municipalities for the cooperation process in activating and strengthening the local councils for prevention;
2. Signing of a memorandum of cooperation with the three municipalities;
3. Conduct a survey on citizens’ perceptions of local security problems in the three selected local communities;
4. Assistance to municipalities through representation and strengthening of the concept of participatory decision-making in cooperation with the Community of Local Self-Government Units;
5. Advocacy activities to strengthen the concept of participatory decision-making in cooperation with the Association of the Units of Local Self-Government (ZELS);
6. Final conference, which will be attended by representatives of the Ministry of Internal Affairs (MIA), representatives of the central and local government, representatives of the civil society sector, international organizations and journalists;
7. Publication of two publications: “Monitoring Matrix” and “Lessons Learned”.
