General goal of the project

The main goal of the project is to contribute to the development of the police and police work in the Republic of North Macedonia by increasing the democratic capacity of the police organization through activities for improved transparency and accountability.

Specific objective of the project

– To develop an open-source methodology for monitoring the transparency and accountability of the police as a public service, by assessing the levels of police accountability through the analysis of the work of the internal and
external control mechanisms;
– To encourage a process of cooperation between relevant stakeholders and key users, such as the police, civil society and municipal administrations in North Macedonia;
– To encourage the “community policing” process through more transparent and innovative communications with the public.

Activities

1. Carrying out a process of consultation with the main stakeholders to outline the project framework of activities;
2. Development of a matrix of indicators as a mechanism for monitoring the transparency and accountability of the police;
3. Three periodic measurements of the levels of transparency and accountability of the police, using the produced matrix of indicators;
4. Conduct a survey/research on citizens’ perceptions of the security situation in the country;
5. Holding three workshops on transparency and accountability intended for representatives of the Ministry of Internal Affairs, representatives of external police control mechanisms and media workers;
6. Publication of a trilingual publication intended to inform the public about the use of the available mechanisms for the supervision of police work;
7. Holding eight regional discussions to consider
larger challenges with police transparency and accountability
in local communities, with the participation of local stakeholders;

8. Final conference attended by representatives from the Ministry of Internal Affairs (MIA), the Government of the Republic of North Macedonia, representatives from the civil society, international organizations and journalists. Representatives from the Ministry of Internal Affairs and
external oversight mechanisms from the offices of
the Ombudsman and the Public Prosecutor will present the results of their work related to accountability activities. The event will be open to the public
