Baseline assessment of transparency and accountability in the work of the Police in 2022

The project “Improving the accountability and transparency of the police in the Republic
North Macedonia” aims at: 1) improvement of existing practices and 2) introduction
best practices, which are aimed at encouraging effective mechanisms for
increased responsibility of the police. These goals should be achieved through: 1) support
the process of cooperation between the police, media and local communities, 2)
increasing the level of transparency and accountability of the work of the police towards
the community it serves, and 3) encouraging more innovative and better communication
cooperation with the media.

To achieve these goals, in the period from April to June 2023, it was carried out
initial (basic) assessment of the rate of police transparency and accountability and everything
analyzed the performance of police control mechanisms, namely,
the internal mechanism (Department for internal control, criminal investigations and
professional standards) and the external mechanisms (Specialized Department for
prosecuting crimes committed by persons with police powers and members of
the prison police within the framework of the Basic Public Prosecutor’s Office for prosecution organized
crime and corruption and the Civil Control Mechanism within the office
of the Ombudsman). The time frame of this initial (baseline) assessment
covers the period from January 1, 2022 to December 31, 2022.

The established framework and initial results will be used as a basis for monitoring
changes in the rate of transparency and accountability during the next two assessments, which will
to be published in November 2023 and May 2024.

In this document, we present the conclusions from the activities carried out within the framework of
Baseline assessment of transparency and accountability in the work of the police.
