The need for independent democratic oversight over the work of the security-intelligence services is a condition sine qua non in a democratic society, which, in fact, the Macedonian one tends to be. Considering the existing legal framework in N. Macedonia in terms of democratic supervision over the security-intelligence apparatus, it can be parliamentary and civil. Although it may still be early to thoroughly analyze the results of the last major reform that began in 2018, it is clear that parliamentary oversight is leading vis-à-vis civil oversight, which is essentially dysfunctional for a number of reasons.

 

As far as some deeper reform initiatives are concerned, the Parliament is the one that, through the three competent commissions – the Commission for Defense and Security (CDS), the Commission for Oversight of the Work of the National Security Agency and the Intelligence Agency (COWNSAIA), and the Commission for Oversight of Implementation of the measures for monitoring communications (COIMMC).
