The essence of democratic systems lies in checks-and-balances that are reflected in performance of regulatory and supervisory authorities in their relevant fields of operation, because key feature of democratic systems is quality control for the purpose of protecting the public interest. In that regard, implementation of checks-and-balance systems minimizes corruption and non-compliant operation in the field that is subject of control.
