Strategic planning and public policy making: An unsolved Rubik’s Cube

The purpose of this document is to provide an overview of policy-making in the Republic of North Macedonia, ie the rules governing policy-making, but also the actual policy-making practice, as well as to determine whether there are gaps between the established rules and the practical application of the same. The main question that this document will try to answer is: Are the formally established rules, which regulate the creation, coordination and planning of policies, implemented in practice by the Government and the ministries?
