Second chance or second hand

At the European Council held on 7 and 8 February 2013, an agreement was reached on the Multi-annual Financial Framework of the EU (MFF) for the period 2014-2020, or the so-called financial perspective for the use of the EU budget. The new financial perspective considers enlargement policy to be one of the most successful EU policies that has led to peace, stability and prosperity in Europe.
